The Institution takes in the worst, to overcome their terrible traits, to save the world from the terrible things its students would bring to it.
But there are some times, when pure evil must be allowed free reign. Otherwise, it could devastate the world worse than it would have. So the Institution allows, from time to time, free reign to pure evil, and hopes humanity will grow better out of the debris left behind.
This time, it can't. Because this time it asks for something far too valuable.
